Khusus untuk pendidikan, masih ada bangunan sekolah di sejumlah kecamatan yang kondisinya sudah perlu direnovasi. Padahal, kenyamanan gedung memberikan pengaruh pada kegiatan belajar mengajar.
Tak cuma masalah gedung rusak, pekan ini publik dibuat kaget saat puluhan sekolah di kawasan Jakarta Timur malah gelap gulita. Penerangan yang tak optimal membuat siswa harus belajar di luar ruangan.
Setelah diusut, ternyata aliran listrik memang dipadamkan pihak Perusahaan Listrik Negara (PLN). Penyebabnya, tunggakan listrik selama beberapa bulan yang belum dibayarkan.
Tak tanggung-tanggung, nilai tunggakan mencapai Rp 3 miliar. Sekretaris Dinas Pendidikan DKI Jakarta, Susi Nurhati, menjelaskan kejadian yang sebenarnya.
"Ini bukan cuma satu sekolah saja, ada 26 sekolah yang menunggak listrik, jumlah tunggakannya kira-kira Rp 3 miliar. Ini saya lagi di PLN," kata Susi saat dihubungi via telepon oleh staf khusus Plt Gubernur DKI Jakarta, Selasa (22/11).
Dia beralasan, tunggakan listrik terjadi karena 26 sekolah ini mengalami keterlambatan pencairan dana Bantuan Operasional Pendidikan (BOP). Akibatnya, anggaran untuk BOP terpaksa harus menunggu pencairan dana Anggaran Pendapatan dan Belanja Daerah Perubahan (APBD-P) 2016.
"Keterlambatan karena dana BOP ini baru dapat di APBD Perubahan. Surat Pencairan Dana (SPD) sudah ada, semoga cepat cair," katanya.
Plt Gubernur DKI Jakarta, Sumarsono, kaget dengan cerita itu. Dia langsung mengecek ke Suku Dinas Pendidikan Jakarta Timur.
"Entah dari manapun bagaimana pun juga kalau listrik mati terus dibiarin ya kasihan anak didik. Kita enggak boleh mengorbankan anak-anak. Kalau perlu Dinas Pendidikan suruh segera ke sana," kata Sumarsono.
Laporan sementara yang dia terima, tunggakan terjadi karena kesalahan input anggaran saat proses penyusunan e-budgetting. Dia pastikan, iuran listrik gedung sekolah telah dianggarkan.
Jadi matinya listrik kemarin karena ada konsep e-budgeting dalam tahap perencanaan itu salah input. Itulah kelemahan teknologi, kalau input salah maka output-nya juga salah," ujar Sumarsono di Balai Kota DKI Jakarta, Rabu (23/11).
Sumarsono menduga, dua sebab kesalahan di tingkat teknis untuk memasukkan kebutuhan listrik terhadap pengeluaran daerah.
Sumarsono mengatakan, akan melakukan penelusuran pertanggungjawaban di dinas terkait untuk menemukan dugaan mal administrasi saat penginputan pengeluaran.
"Kan semua punya tanggung jawab. Kalau (kesalahan) di level administrasi kan ada pelaksana PPK pembuat komitmen, ada pelaksana PPTK pelaksana teknis kegiatan," ujar Sumarsono.
"Tapi kalau kesalahan secara teknologi recording-nya kok enggak masuk. Itu artinya kesalahan teknis sistem harus diperbaiki," beber dia.
Meski terjadi kesalahan, dia pribadi menyesalkan sikap PLN yang tak melakukan konfirmasi terlebih dahulu sebelum melakukan pemadaman listrik.
"Sangat disayangkan PLN memadamkan karena ini pelayanan publik menyangkut orang lain. Nanti kalau ada problem kabel-kabel PLN bermasalah di Jakarta. Dia (PLN) juga minta tolong ke pemerintah provinsi. Jadi harus kerjasama yang baiklah, antara penguasa wilayah dengan penguasa sektoral," sindirnya.
Dia memastikan setelah permasalahan yang sebenarnya diketahui, pihaknya segera melakukan pembayaran. Sebab yang terjadi, bukan ketiadaan anggaran, melainkan kesalahan teknis.
"Jangankan hari Kamis, hari ini pun bisa diselesaikan. Karena ini anggarannya di APBD-P 2016. Nah persoalannya dalam situasi yang sudah ada, hanya administrasi lupa," tegasnya.
