Mereka diduga telah melakukan pelanggaran keimigrasian dan ketenagakerjaan.
Berdasarkan informasi dihimpun, Selasa (15/11), para pekerja itu diamankan tim dari Subdit IV/Tipidter Direktorat Reserse Kriminal Khusus (Ditreskrimsus) Polda Sumut. Petugas mendapati mereka tidak memiliki izin, seperti Kartu Izin Tinggal Terbatas (KITAS) dan Izin Mempekerjakan Tenaga Kerja Asing (IMTA).
Direktur Reserse Kriminal Khusus Polda Sumut, Kombes Toga H Panjaitan, mengatakan pekerja asal China ini umumnya dipekerjakan sebagai buruh kasar di bagian konstruksi. “Berdasarkan penyelidikan sementara, mereka sudah tinggal 2 sampai 3 bulan di Langkat,” jelasnya.
Para pekerja yang diamankan bernaung pada tiga perusahaan, yaitu PT Sinohydro Erection, PT Indo Pusat Bumi, dan PT Heibei Jiankan Indonesia. Masing-masing perusahaan menggunakan enam pekerja asal Cina pada proyek PLTU itu.
Enam pekerja di PT Sinohydro Erection masing-masing Liu Zhibin (63), Si Chao (36), Yang Junle (32), Lin Wei Wei (31), Ding Xian Qun (46), dan Zhao Guangjun (33).
Kemudian 6 pekerja dari PT Indo Pusat Bumi, yaitu Lie Cing Sheng (54), Shi Hua Jun (43), Liu Jing Feng (54), Li Wen Jung (60), Guo Hai Yuan (38), dan Li Yu Zhu (51). Enam lainnya dari PT Hebei Jiankan Indonesia, yakni Hu Peng (33), Li Pengfei (23), Liang Libo (33), Xu Lianwei (34), Zhang Cong (25), dan Zhang Meng (28).
Kasubdit IV/Tipidter Ditreskrimsus Polda Sumut AKBP Robin Simatupang menambahkan, mereka telah berkoordinasi dengan pihak terkait, seperti Imigrasi dan Dinas Tenaga Kerja Sumut, untuk memproses ke-18 pekerja asal Cina ini.
Para pekerja asing ini diduga telah melakukan pelanggaran seperti yang diatur dan diancam dengan Pasal 42 ayat (1) dan atau Pasal 185 UU Nomor 13 Tahun 2003 tentang Ketenagakerjaan dan Pasal 19 ayat (1) dan atau ayat (2), Pasal 55 UU Nomor 24 Tahun 2011 tentang Badan Penyelenggara Jaminan Sosial, dan atau Pasal 122 huruf a dan b UU Nomor 6 Tahun 2011 tentang Keimigrasian.
