Namun, insiden penembakan gas air mata dan peluru karet di depan lstana Negara tidak bisa terhindarkan, dan para habaib dan ulama saat itu masih berada di atas panggung orasi dan terkena gas air mata.
Berikut kronologi kejadian Aksi Bela lslam ll pada 4 November 2016 versi resmi dari GNPF MUI yang disampaikan dalam konferensi pers di Jakarta, Sabtu (5/11/2016).
1. Pukul 10.00 WIB pagi GNPF memberikan pengarahan terbatas kepada pengendali barisan aksi dan para orator dengan pesan yang kuat bahwa ini adalah AKSI DAMAI dan harus menunjukkan akhlaqul
karimah.
2. Pukul 11.00 WIB pimpinan GNPF bersama ulama menetapkan kesepakatan target aksi damai yang akan diperjuangkan kepada Presiden Jokowi
3. Usai Shalat Jumat di Masjid Istiqlal semua peserta barisan aksi melakukan longmarch menuju istana sesuai rute yang telah ditetapkan. Orasi di depan Istana baru dimulai ba'da Ashar.
4. Pelaksanaan orasi berjalan lancar dengan orator bergantian dan berbagai elemen dipimpin langsung oleh Habib Muhammad Rizieq Syihab (sebagai Pembina GNPF MUI)
5. Perundingan pertama mengutus 2 orang Juru Runding GNPF MUI yaitu: KH Bachtiar Nasir, dan KH. M. Zaitun Razmin untuk mendatangi Istana. Hasilnya Juru Runding menolak melakukan perundingan karena hanya akan ditemui oleh Menko Polhukam dan beberapa menteri sebagai utusan resmi Presiden RI.
6. Juru Runding mendatangi Istana untuk kedua kalinya namun kemudian mereka tetap menolak untuk berunding karena Istana tetap menawarkan Menko Polhukam dan petinggi lainnya, sehingga kemudian Juru Runding kembali kepada barisan aksi.
7. Selanjutnya Pangdam Jaya dan Kapolda Metro Jaya berinisiatif mendatangi mobil barisan aksi kemudian naik ke atas dan memberi salam hormat kepada peserta aksi untuk menemui Habib Rizieq Syihab dan menawarkan agar juru runding bisa diterima Wapres RI. Habib Rizieq Syihab bersedia memenuhi penawaran tersebut dengan jaminan agar Wapres RI bersedia memerintahkan Kapolri untuk menangkap Basuki Tjahaja Purnama hari itu juga.
8. Kemudian Juru Runding mendatangi Istana untuk ketiga kalinya. Kali ini Juru Runding diikuti juga oleh KH Misbahul Anam. Juru Runding ditemui Wapres RI dan petinggi
Perundingan berjalan alot. Hasilnya Wapres RI memberikan jaminan akan memproses hukum BTP secara cepat, tegas dan transparan serta minta waktu selama 2 (dua) minggu untuk merealisasikannya.
9. Juru Runding kembali ke barisan aksi untuk menyampaikan hasil perundingan. Perundingan terakhir ini baru selesai pukul 18.00 WIB. Setelah disampaikan, reaksi peserta aksi bisa menerima hasil tersebut dan bersepakat untuk para peserta bermalam di depan Istana Negara.
10. KH Arifin Ilham dengan inisiatif sendiri berusaha bernegosiasi langsung menemui Wapres Jusuf Kalla.
11. Kericuhan kecil sebenarnya sudah mulai terjadi sebelum rombongan mobil komando tiba, antara massa yang terprovokasi dengan barikade polisi. Agar tidak terjadi bentrok maka Laskar FPI menjadi pagar pembatas antara massa tersebut dengan barikade Polisi.
Tak lama setelah adzan isya berkumandang petugas keamanan secara tiba-tiba melakukan tindakan fisik merangsek dan mendorong untuk membubarkan barisan aksi secara paksa dengan menembakkan gas air mata dan menembakkan peluru karet, KH Arifin llham yang masih berada di Istana bersaksi bahwa Wapres Jusuf Kalla, Menko Polhukkam Wiranto dan Kapolri Jenderal Tito Karnavian bereaksi marah atas kecerobohan petugas keamanan tersebut.
12. Berkali-kali Kapolri dan Panglima TNI memerintahkan aparat untuk berhenti menembak massa lewat pengeras suara namun tak digubris oleh pasukan polisi bahkan pasukan motor polisi berputar-putar di kerumunan massa sehingga ada yang tertabrak dan tergilas.
13. Kejadian tersebut telah memakan korban meninggal jiwa Syahrie Oemar (65) warga Curug, Tangerang, Banten.
14. Barisan Aksi Bela lslam ll akhirnya bergerak menginap di pagar luar Gedung MPR/DPR, pada Pk 03.00 dini hari delegasi GNPF diterima oleh Ketua MPR RI dan Anggota Komisi III DPR, dan Ketua MKD DPR RI, setelah beberapa kali berunding. Keamanan gedung MPR/DPR diambil alih oleh Panglima TNI dan Kapolri yang akan menggusur massa yang menginap di luar pagar Gedung MPR/DPR.
15. Komisi III DPR kemudian memberikan jaminan akan menekan pemerintah pusat untuk memenuhi janjinya di depan massa Aksi Damai.
16. Pada pukul 04.05 WIB tanggal 5 November 2016 secara resmi GNPF MUI membubarkan Aksi Bela Islam Il yang ditutup oleh Ketua GNPF Ustaz Bachtiar Nasir.
"Alhamdulillah aksi damai berlangsung dengan maksimal meski ditekan, ditembaki dipukuli tapi kita bersabar dan tidak membalas, tidak melawan, karena niat awal kita adalah aksi damai," kata Ustaz Bachtiar.
Pembina GNPF MUI Habib Rizieq Syihab menegaskan, sebenarnya pihaknya bisa saja melawan, namun hal itu urung dilakukan karena telah berkomitmen akan melakukan aksi damai.
"Tidak boleh diadu domba melawan Polisi dan TNI, mereka saudara kita juga, fokus pada kasus penistaan Al-Quran oleh Ahok. Jargon aksi damai kami ketika dibenturkan dengan aparat keamanan adalah melawan dengan tanpa melakukan perlawanan.
