Terkait tunggakan itu, Pemprov DKI mendapat dukungan dari Bazis DKI Jakarta yang akan menanggung tunggakan sewa penghuni, terutama yang tidak punya kemampuan bekerja.

Di Rusunawa Pulo Gebang, Jakarta Timur, 60 persen dari 690 unit yang dihuni itu menunggak sewa unit. Lokasi rusunawa yang jauh dari permukiman membuat warga sulit mendapat pekerjaan.
Pemberdayaan ekonomi oleh pengelola rusunawa dilakukan lewat tenda kuliner, pertanian kota, dan kerajinan batik. Namun, langkah ini belum membuat penghuni yang berasal dari relokasi Waduk Pluit, Kalijodo, dan daerah lainnya itu bisa lancar membayar sewa unit.
Christine (32), penghuni Rusunawa Pulo Gebang sejak direlokasi dari Waduk Pluit empat tahun silam, mengaku pelunasan tunggakan sewa rusun Rp 5 juta sangat berat. Sehari-hari, ia berjualan makanan di rusunawa itu. Namun, keuntungannya masih tipis sebab pelanggannya adalah sesama penghuni rusunawa yang juga terbelit masalah ekonomi.
Siti Bunga Rustanty (71), warga Rusunawa Pesakih, Daan Mogot, Jakarta Barat, menunggak biaya sewa lebih dari Rp 3 juta. Ia tinggal sendirian di unit itu. Dua anaknya tinggal di unit berbeda. Ia kesulitan membayar biaya sewa karena nyaris tak memiliki penghasilan. Saat ini, ia hanya membantu mengasuh anak tetangganya. Bayarannya bergantung keikhlasan orangtua anak. Padahal, tiap bulan ia harus membayar biaya token listrik dan makan sehari-hari.
”Dulu, sewaktu di Kapuk (rumah lama), saya bisa bekerja membelah teri. Sekarang nggak bisa lagi,” ujar Siti.
Petugas administrasi Unit Pengelola Rumah Susun II Jakarta Barat, Setia Riani mengatakan, pihaknya masih menginventarisasi warga yang benar-benar tidak mampu atau lalai membayar sewa unit.
Dari total 640 warga Rusunawa Pesakih, 50 persen di antaranya pernah menunggak sewa bulanan. Rata-rata, warga mengaku kesulitan ekonomi karena kehilangan pekerjaan. Pengelola berusaha memberikan kemudahan dengan mencicil sewa unit sesuai kemampuan. Namun, jika tunggakan sudah tiga bulan berturut-turut, surat peringatan tetap dilayangkan dan sambungan listrik dimatikan.
”Kami kirimkan surat peringatan I, II, dan III berturut-turut. Kalau warga mau mencicil secara bertahap, kami berikan dispensasi,” kata Riani.
Sejak rusunawa itu diresmikan Desember 2014, sudah dua orang diusir karena tidak menempati unit dan menunggak uang sewa lebih dari tiga bulan.
