Anggota Dewan Pembina Partai Gerindra Muhammad Syafi'i menilai, Presiden Joko Widodo telah melakukan pelanggaran konstitusi terkait pemotongan anggaran APBN-P 2016 tanpa persetujuan DPR.
Sebab, pemerintah dalam hal ini Menteri Keuangan Sri Mulyani tidak pernah melakukan pengajuan ke DPR soal pemangkasan tersebut.
Jadi tidak heran, ujar Syafi'i, Jokowi mengeluarkan Instruksi Presiden (Inpres) Nomor 8 Tahun 2016 tentang penghematan anggaran Kementerian dan Lembaga. Namun pemotongan itu tidak berlaku bagi DPR, MPR, DPD dan Kementerian PPPA.
"Kalau Jokowi setuju (lakukan pemotongan APBN 2016), dia udah lakukan pelanggaran konstitusi. Kalau APBN-P terus berjalan, maka sah itu pelanggaran konstitusi," kata Syafi'i di gedung Nusantara II DPR, Jakarta, Selasa (6/9/2016).
Anggota Komisi III DPR ini pun meminta semua Fraksi yang ada di DPR bisa mengoreksi kinerja pemerintah perihal pemotongan anggaran. Pasalnya, negara ini dibentuk dengan semangat konstitusi yang harus dijunjung tinggi.
"Kalau ga bisa dikoreksi lagi, ya impeachment (pemakzulan)," tegasnya.
Data soal pemotongan anggaran lembaga ini diunggah di situs setkab.go.id. Pemotongan anggaran lembaga berdasarkan Instruksi Presiden (Inpres) Nomor 8 Tahun 2016 tertanggal 26 Agustus 2016.
